Thecontract extension consists of one twelve-month base year and two six-month option periods for a total of two (2) years (from April 1, 2026, through March 31, 2028). NASA ARC competitively awarded contract number 80ARC021D0001 on December 14, 2020, with a period of performance effective date of January 31, 2021, through March 31, 2026. The contract is a cost-plus-fixed-fee (CPFF) hybrid contract consisting of firm-fixed price (FFP) contract line-item number (CLIN) for phase-in; and CPFF CLINs for contract management, core technical, and indefinite delivery/indefinite quantity (IDIQ) requirements.  The PESS II contract provides engineering support services for NASA ARC to meet NASA’s mission goals. It includes requirements for support of the design and proposal of new mission concepts, and the design, development, manufacture, and demonstration of cost-efficient engineering products. The contract also provides support in operation of ARC’s critical state-of-the-art research facilities including research laboratories, aerospace/aeronautics facilities (e.g., airfield/hangars, wind tunnels, arc jets, and simulators), computer laboratories, ballistic ranges, general testing facilities, fabrication facilities (e.g., machine shops, metal shops, and model shops), flight/mission operations facilities, and test chambers.

U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) Organic Industrial Base (OIB) Modernization Commercial Solutions Opening (CSO)
Solicitation # W911PT26SC001
The U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) is utilizing a Commercial Solutions Opening (CSO) under solicitation W911PT26SC001 to modernize its Organic Industrial Base. This competitive process, authorized by the National Defense Authorization Act for Fiscal Year 2026 and DFARS Subpart 212.70, seeks innovative commercial products, technologies, and services to implement convergent manufacturing. The goal is to integrate agile facilities, connected digital enterprises, and automation to enhance the delivery of materiel solutions to soldiers. The CSO is continuously open until September 30, 2027, and targets both traditional and non-traditional business entities. The acquisition process is structured in three phases: the submission of a written solution brief, an optional presentation or pitch, and a final request for a Commercial Solution Proposal. Awards will be made as fixed-price contracts under FAR Part 12 Commercial Item Procedures. Specific Areas of Interest (AoIs) have been published to address critical needs, including the conversion of a chromium plating facility, the installation of a FIPS 201-compliant Electronic Access Control System at Benet Laboratories, electrical infrastructure improvements at Building 120, and the procurement of advanced test inspection equipment and automated manufacturing solutions for cannon components. Eligible respondents must maintain an active registration in the System for Award Management (SAM) and possess a Unique Entity ID. While foreign-owned businesses may participate, all submissions must remain unclassified. Performance periods are generally limited to 12 months unless otherwise specified in an AoI. Evaluation is based on responsiveness to the AoI, technical merit, and price reasonableness, with final invoicing processed through the Wide Area Work Flow (WAWF) system.

Neutron Strategic Technology Advanced Research (Neutron-STAR) Advanced Research Announcement (ARA)
Solicitation # FA9453-23-R-A004
The Neutron Strategic Technology Advanced Research (Neutron STAR) Advanced Research Announcement (ARA), solicitation FA9453-23-R-A004, is an open call by the Air Force Research Laboratory (AFRL) Geo Space Division for innovative research and development to enhance national nuclear deterrence operations. Operating under the authority of 10 U.S.C. 4023 for experimental purposes, the program seeks white papers and proposals across five key technical areas: nuclear system development, nuclear systems integration, nuclear system flight experimentation and evaluation, nuclear explosion monitoring, and nuclear command, control, and communication. The acquisition utilizes a hybrid approach, combining an open request for white papers with individual one-step or two-step solicitations. Awards may be issued through various instruments, including FAR-based contracts, Other Transaction (OT) agreements, or assistance instruments such as grants and cooperative agreements. The solicitation process typically follows a two-step procedure where unclassified white papers and Rough Order of Magnitude (ROM) cost estimates are evaluated for technical merit and value before full proposals are requested. Evaluation is based on a best-value determination, focusing on scientific soundness and relevance to mission needs. Key requirements for offerors include registration in the System for Award Management (SAM), submission of a Security Program Questionnaire, and certification of current and pending support for key personnel. The program maintains an unrestricted ceiling for the overarching announcement, with individual awards determined by funding availability and proposal quality. Administrative support is provided by designated contractors, and prospective offerors are encouraged to maintain dialogue with government representatives throughout the process.
