The purpose of this revision is to correct the response date to 4/23/2021, as previously indicated below. ------------------------------------------------------------ NASA/Glenn Research Center (GRC) has a requirement for Project Management Support Services (PMSS). Expert support is needed for assisting in the formulation and management integration of any and all aspects of the project including but not limited to the identification, assessment, evaluation and integration of project planning, tracking and control data (i.e. management, budget, cost, schedule, risk, etc.), hardware, software, ground support equipment and personnel. NASA/GRC intends to issue new work to Summit Technologies & Solutions Inc. on a sole source basis to extend the current contract's effective ordering period by an additional six (6) months from June 11, 2021, through December 31, 2021. This extension will cover contract award and transition of NASA/ Marshal Space Fight Center's (MSFC) competitive procurement currently underway that includes the PMSS effort. This is a Firm-Fixed-Fee (FFP), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, NNC14BA03B. The rationale supporting this sole source award to Summit Technologies & Solutions Inc. is in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements. The rationale is also based on the nature of the work to be performed, the short duration of the extension period, and the fact that NASA/MSFC currently has a competitive procurement underway. The Government intends to acquire a Commercial Item using FAR Part 12. Interested organizations may submit their capabilities and qualifications statements to perform the effort electronically via email to audrey.r.gonzalez@nasa.gov not later than 5:00 p.m. EST 4/23/2021. The interested organizations capabilities and qualifications statements will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf.
