The Army Contracting Agency, Southern Region Contracting Center, intends to award a sole source contract to Promodel Corporation for technical modeling services using Promodel software, aimed at developing a simulation model to support the operationalization of the ARFORGEN (Army Force Generation) tool. This procurement, classified under NAICS code 541511 with a business size of $21 million, will involve capturing detailed technical specifications, refining the user interface and output reports to meet mission and resource requirements, and transitioning the model architecture from Excel-based to a database-driven system such as OLAP, Access, or Oracle. Additionally, Promodel will provide technical support for the World Wide Training & Sourcing Conference scheduled for September 2005. The final deliverable will be an operational ARFORGEN model capable of producing viable courses of action and optimizing unit training and sourcing. This sole source acquisition is justified on the basis that Promodel Corporation is considered the only responsible source capable of fulfilling all specified requirements. However, the government has invited any other firms able to provide the services to submit written notices within two days of the solicitation date, by July 27, 2005, for consideration. The government retains discretion on whether to pursue a competitive procurement based on these responses, and no multiple awards are anticipated. Interested parties are instructed to contact the designated Contracting Officer for further information.
