The Naval Surface Warfare Center Philadelphia Division is seeking proposals for the overhaul of one CVN-77 propeller cap under solicitation N6449826Q5157, with responses due by 5:30 PM EST on 28 May 2026. The contract, to be awarded as a Firm Fixed Price agreement, requires full compliance with the Statement of Work detailing repair services, inspections, and component replacements including eyebolt hole plugs, cover plates, fasteners, and balance weights. All work must be performed in accordance with NAVSEA S9074-AQ-GIB-010/248 and DOD-STD-2185 welding standards, and personnel must hold current certifications from the NAVSEA Propeller Visual Inspection and Propeller Certification Courses. Compliance with System for Award Management (SAM) registration, including the Deviation 2026-00038 updates to clauses 52.204-7 and 52.212-1, is mandatory, and offerors must maintain an approved Property Management System with DCMA confirmation dated within three years. The contract includes strict government property management requirements under FAR Part 45 and DFARS Part 245, including flow-down obligations to subcontractors, accountability for Contractor Acquired Property, and notification protocols for misplaced or unauthorized Government Furnished Property. Cybersecurity Maturity Model Certification Level 2 or higher is required for all information systems handling federal contract information, with CMMC status recorded in the Supplier Performance Risk System. Deliverables include multiple CDRL reports such as test-inspection, government property inventory, and contract status reports, with documentation packaged per strict specifications: signed reports must be sealed in waterproof, greaseproof bags both inside and outside the crate. Payment must be submitted via Wide Area Workflow with DoDAACs N64498 and N6
