The RFP for the Property Development of Nashwaaksis Memorial School, issued under solicitation number RFP#26-FNMES by the Government of Canada through the Central Tendering Branch, invites proposals for the redevelopment of the property located in New Brunswick, with a response deadline of June 1, 2026. A key amendment dated May 7, 2026, corrected two typographical errors in Section 8.1 of the original document, adjusting the total technical and financial proposal score to 60 points and the minimum required score to 42, with no other changes to the procurement requirements. The solicitation includes site visits and proponent meetings conducted in May 2026 to support bidders, and all related documentation, including the appraisal report and building condition assessment, is available in Appendix C of the RFP posted on the NBON portal. Proponents may submit a prequalification letter from their surety in place of the formal Surety Letter format specified in Appendix A3, as DTI acknowledges the practical challenges associated with obtaining such a letter at this early development stage. Environmental concerns, including the presence of asbestos, are addressed within the appraisal and building condition assessment documents, which are publicly accessible as part of the RFP submission materials. The appraised value of the property, though noted as potentially high relative to anticipated construction costs, is supported by the documentation provided in Appendix C. Primary point of contact for inquiries is Tony Hay, Contracting Authority, reachable via email or phone provided in the solicitation.

*****QUESTIONS AND ANSWERS*****May 14, 2026Question 1: We noticed Amendment #1 dated May 7; however, there did not appear to be any additional documents added to the RFP portal. Could you please clarify the nature of the amendment and provide a copy of the updated document?Answer: There are 2 typos in the original document under section 8.1. So, the total technical and financial proposal score should be 60 and the minimum required should be 42. That's the only change.Question 2: Would DTI accept a prequalification letter from the Proponent's surety in lieu of the form of Surety Letter shown in Appendix A3 of the RFP? The Proponent has discussed Appendix A3 with its surety company and they have confirmed that a "letter of confirmation" as required by Section 7.3.5 of the RFP is uncommon at this early stage of the development process. They advised that this requirement would be challenging for any surety to provide given the current amount of uncertainty about the final specifications of the development and project value, among other factors.Answer: DTI will accept the pre-qualification letter from the Proponent's surety in lieu of the form of Surety Letter shown in Appendix A3 of the RFP.Question 3: Based on our preliminary review, the appraised value appeared relatively high given the anticipated construction restoration development costs associated with the project. The project appears similar to the Lamont redevelopment that we did. Could you please provide additional context on how DTI got comfortable with the appraised value of the property?Answer: The appraisal report and the other documents can be found in the RFP Appendix C, which are posted in the attachments on NBON along with the RFP. Question 4: Can DTI comment on whether any environmental or hazard materials assessments have been completed in this regard? Is there any asbestos and do you have any reports on it?Answer: The environmental and asbestos issues are discussed in the appraisal report and the building condition assessment. Refer to Question 3.****************************************AMENDMENT #1*****May 7, 2026Please see new revised RFP DocumentPlease see RFP related documents in the attachments.
