AFRL/AFOSR-Taiwan NSTC Frontiers in Materials and Nanostructures: AI-Driven Discovery, Quantum Geometry, and Energy-Efficient Information Technologies 2027-2030
Solicitation # FA955027S0002
The Air Force Office of Scientific Research (AFOSR) and Taiwan’s National Science and Technology Council (NSTC) have announced a three-year funding opportunity titled Frontiers in Materials and Nanostructures: AI-Driven Discovery, Quantum Geometry, and Energy-Efficient Information Technologies. This international research initiative focuses on basic scientific research, specifically targeting AI-driven materials discovery through the integration of artificial intelligence, physics-based modeling, and experimental feedback to accelerate the understanding of solid-state materials and nanostructures. The program requires a joint bilateral team consisting of one investigator from a US institution or Department of Defense laboratory and one counterpart from a Taiwan institution. The projected period of performance is from October 2027 to October 2030, with potential options to extend the award to five years. Funding for selected US Principal Investigators is capped at 150,000 dollars per year, with total program funding for the US set at 1.2 million dollars annually. The selection process is a two-step, merit-based competition evaluated on the weight of scientific evidence, prioritizing the likelihood of immediate results, potential for long-term breakthroughs, and relevance to Department of the Air Force and Space Force missions. Applicants must be registered in SAM.gov and provide a Unique Entity Identifier and CAGE code. Key compliance requirements include adherence to Gold Standard Science executive orders, mandatory research security training for covered individuals, and certifications against participation in malign foreign talent recruitment programs. All unclassified research results must be published in open literature.

STATE OF THE ART (SOTA) MICROELECTRONICS (ME) ADOPTION BROAD AGENCY ANNOUNCEMENT (BAA) FULL TEXT GENERAL ANNOUNCEMENT
Solicitation # 26S1358
The U.S. Department of the Air Force, through SAF/AQC, is issuing a Broad Agency Announcement (BAA) numbered 26-S-1358 to advance the adoption of state-of-the-art microelectronics across national security missions. This BAA does not solicit proposals directly but serves as an umbrella framework for future Topic Calls published on SAM.gov and the Classified IC-ARC, which will define specific technical requirements, submission deadlines, and evaluation criteria. The initiative focuses on accelerating the development and integration of trusted, assured microelectronics technologies, particularly those leveraging Intel 18A process nodes and advanced packaging via Secure Enclave, to ensure enduring technological superiority. Five key mission areas are highlighted: advanced secure microelectronics design and production; next-generation assembly, packaging, and test; novel microelectronics for disruptive capabilities; advanced test, validation, and mission qualification; and building an accessible, affordable, and sustainable domestic microelectronics ecosystem. Topics range from AI/ML architectures and radiation-hardened designs to chiplet-based systems, secure test methodologies, edge computing, RF electronics, PNT resilience, digital twins, and open-standard chiplet libraries. Proposals or White Papers may only be submitted in response to individual Topic Calls, which may be either closed (with fixed deadlines) or open (accepting submissions continuously during a defined window), and may follow one-step or two-step processes. Awards, if made, will take the form of procurement contracts or Other Transaction Agreements (OTAs) for prototyping, follow-on production, or experimental purposes, with eligibility open to small businesses, traditional and non-traditional defense contractors, and research institutions. OTA awards require resource-sharing commitments and participation by nontraditional contractors, small businesses, or third-party funding. Proposals must not include classified information unless explicitly directed by a classified Topic Call, which may require SECRET or higher clearances and approved secure facilities. Data rights are anticipated to include Government Purpose Rights for technical data and software, with specific terms negotiated per call. All submissions must reference the BAA number 26-S-1358 and be aligned with the specified Areas of Interest in each Topic Call. Interested parties must actively monitor SAM.gov and IC-ARC for updates, as Topic Calls may be issued throughout the BAA’s open period—initially one year, extendable annually—and any associated costs for proposal development are considered indirect, not chargeable to resulting contracts.

ERIS Shopping Notice: High Duty Cycle High Energy Lasers (HEL) for SWaP-Constrained Systems
Solicitation # DARPA-SN-26-82
The Defense Advanced Research Projects Agency Strategic Technologies Office is issuing Shopping Notice DARPA-SN-26-82 to identify innovative, awardable solutions for moderate power high-energy lasers ranging from 100W to 20kW. These systems must be designed for size, weight, and power constrained platforms, such as Collaborative Combat Aircraft, unmanned aerial vehicles, and armored personnel carriers. The primary technical objective is to maximize duty cycle to enable successive firing over long durations, which requires novel engineering designs and system architectures that overcome significant cooling and heat exhaust challenges while maintaining beam coherence and wavelength flexibility. Active from June 4, 2026, to November 30, 2026, this search utilizes the Expedited Research Innovation System marketplace for rolling reviews, meaning awards may be made prior to the closing date. Interested parties must submit a video solution through the DARPAConnect ERIS Portal and provide a follow-up notification email to the Marketplace Coordinator. Evaluations will focus on the proposer's understanding of the current state of the art, the technical leap offered by the innovation, the combined expertise of the team, and the potential impact on both defense and commercial applications.

Full Description

In 2016, Kansas passed the Juvenile Justice Reform Bill, a bill intended to improve the way in which the state works with and assists the youth served by the juvenile justice system. As part of this reform, the Evidence-Based Programs Fund was developed to provide for reinvestment in community programs and practices. Research that led to the creation of the bill found that communities lacked evidence-based programs, that services were costly and that, often, lengthy waitlists existed. For State Fiscal Years 2026/2027, the Johnson County Department of Corrections anticipates receiving a grant from Kansas Department of Corrections (KDOC) in the amount of $801,000.00. All funds will be administered and managed by Johnson County. Applications will be accepted for evidence-based programs that provide support and services for justice-involved youth and their families and for children who have been administered a risk and needs assessment and have been identified as needing services pursuant to K.S.A. 38-2292. Programs are required to meet the minimum criteria outlined in Scope of Services.
