Proposal for Supply and Delivery of Bookmobiles

The City of Hamilton, on behalf of the Hamilton Public Library, is soliciting proposals for the design, construction, and delivery of two small cube van style bookmobile units. The procurement is subject to CFTA and CETA trade agreements, with a preference for Canadian or Non-U.S. businesses; U.S. businesses may be considered if their bid is at least 25% lower than the lowest compliant Canadian or Non-U.S. bid. Submissions must be made electronically by October 23, 2026, at 3:00 PM Hamilton time. The contract will be awarded based on the highest total evaluation score, which weights the technical proposal at 75% and the schedule of prices at 25%. The scope of work requires the procurement of a Canadian domicile chassis and the upfitting of van bodies to include AODA compliant accessible ramps, heated non-slip flooring, LED lighting, and specialized technology such as high-resolution monitors and Wi-Fi hotspots. Drivetrain preferences are ranked with fully electric being the most desirable, followed by hybrid, plug-in hybrid, and gasoline options. Units must adhere to Canada Motor Vehicle Safety Standards, ANSI, and Ontario Ministry of Labour requirements, and must bear the National Safety Mark. Successful proponents must provide a detailed build schedule, a quality control approach, and a minimum of two factory inspection trips for City personnel. Mandatory requirements include a valid Ontario Motor Vehicle Dealer License, proof of registration with Transport Canada, and for body manufacturers, certification with the Canadian Welding Bureau. Insurance requirements include non-owned automobile liability of at least $2,000,000 per occurrence. Payments will be made in Canadian dollars via Electronic Funds Transfer.
