Proposed BREI Solar Farm

The Proposed BREI Solar Farm project involves the construction and operation of a utility-scale solar energy generation and battery storage facility on approximately 116 acres of industrial and commercial land in Oroville, Butte County, California. The facility will feature approximately 26,560 Canadian Solar 610-W modules with a total installed capacity of 16,201.6 kWdc, utilizing pre-cast concrete slab foundations, inverters, and battery storage units. The site, which includes portions of the former Koppers Superfund site, will be secured by an 8-foot chain-link fence with barbed wire and operated as an unmanned installation with remote monitoring and periodic maintenance. The project is designed to provide renewable electricity to local users and support regional climate action goals. The project is led by the City of Oroville and has undergone environmental review under the California Environmental Quality Act, resulting in a Mitigated Negative Declaration and a Notice of Determination signed on November 12, 2025. Key regulatory requirements include compliance with the Department of Toxic Substances Control regarding soil management and land use covenants on the Superfund site, as well as adherence to California Department of Fish and Wildlife recommendations for protecting biological resources, specifically the tricolored blackbird and Crotch's bumble bee. Labor standards for the project are aligned with prevailing wage and Davis-Bacon requirements per California Labor Code section 1770. The project is bounded by South 7th Avenue, Baggett Marysville Road, and Ophir Road.
