This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Environment and Climate Change, Parks and Trails Branch (“ECC”) to prospective Contractors to submit proposals for the design, supply, and installation of a pre-engineered building (storage shed) as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”). In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion. Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts. The work is being done in Spruce Woods Provincial Park, located approximately 12 km north of Glenboro, Manitoba. The project site is adjacent to a lagoon and is accessed by local roads. Work site location will not be occupied during construction; however, a staff bunkhouse is directly west of the site. Pedestrian and vehicular traffic should be safely managed during construction activity. Procurement and Supply Chain (PSC) is administering this RFP process on behalf of Manitoba, as represented by ECC for the purposes of this procurement process, the “RFP Contact” will be: RFP Contact: Li Li Email: bids@gov.mb.ca Subject Title: 2025-117-SS-P Storage Shed in Spruce Woods Provincial Park Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal. Pre-Bid Meeting An optional pre-bid meeting has been scheduled as follows: Location: Virtual – Microsoft Teams Date and Time: May 1, 2026 10:00 AM local time Proponents are to pre-register by email to the RFP Contact and indicate: Pre-bid meeting registration for 2025-117-SS-P Storage Shed in Spruce Woods Provincial Park. A link to the meeting will be sent as confirmation of attendance. It is the Proponent’s responsibility to ensure registration and confirmation has been received prior to the meeting. Deadline for registration is 4:00 p.m. on April 29, 2026. Attendance at the pre-bid meeting will be confirmed and recorded. If proponents wish to view the site, an appointment may be arranged by contacting the RFP Contact. Proponents are not entitled to rely on information received from Manitoba’s representatives or other third parties at the pre-bid meeting unless the RFP Contact has provided the information in writing.
