AI Contract Overview
This requirement for the supply and installation of concertina razor wire at the U.S. Consulate General in Karachi was formally cancelled on May 19, 2026, and is scheduled to be re-solicited at a later date. The original solicitation, numbered 19PK4026Q5005, sought responsible offers under a Lowest Price Technically Acceptable (LPTA) method, with award based on price after verification of technical acceptability and responsibility. Offerors were required to submit completed SF-1442, pricing breakdowns by divisions, representations and certifications, proof of SAM registration, and other specified attachments in PDF format, not exceeding 30MB per email, sent electronically to the designated procurement address by the May 4, 2026 deadline. A pre-quotation site visit was scheduled for April 16, 2026, with attendees required to provide full names, CNICs, vehicle details, and contact information by April 14, limited to two persons per firm. Performance was to occur at the consulate’s location in Karachi, with work to be completed within 30 days of award, adhering strictly to EM 385-1-1 safety standards, and requiring a Site Safety and Health Plan, approved personnel biographies, and coordination with the Contracting Officer’s Representative. All contractor personnel were subject to rigorous security vetting, including submission of CNICs verified through NADRA, and mandatory presence of an English-speaking supervisor on-site at all times. Special requirements included compliance with 22 CFR Part 136, prohibition of Department of State branding, and adherence to local laws and labor standards. Payment was to be made electronically within 30 days of invoice receipt, routed through the Consulate’s Financial Management Center in Karachi. The estimated contract value ranged between $4.5 million and $5 million USD, with NAICS code 561612 applied, and small business size standards based on PKR 50 million. The solicitation incorporated multiple FAR clauses governing whistleblower rights, personal identity verification, subcontractor protections, trafficking in persons, trade agreements, data rights, and funding limitations, alongside mandatory representations on entity uniqueness and possible telecommunications equipment restrictions. While the solicitation outlined detailed packaging, inspection, and acceptance protocols under federal guidelines, no specific MIL-STDs were referenced, and no CLIN-level pricing data was provided, relying instead on divisional breakdowns.
