Provision of Snow Removal & Salting

The Durham District School Board is soliciting proposals under RFP26-12 for snow removal and salting services at various board sites. The selected contractor must provide all labor, materials, and equipment to clear paved and gravel driveways, parking areas, play areas, and critical infrastructure such as fire hydrants and electrical substations. Services are triggered automatically upon an accumulation of 5 cm of snow, sleet, or freezing rain, with a requirement that overnight snowfall be cleared by 7:00 a.m. and daytime snowfall by 3:00 p.m. The contract spans a firm two-year term with the possibility of two subsequent one-year option years. Bidders must provide pricing in both monthly flat rate and per-service formats, with additional rates for salt spreading and snow removal. Operational requirements mandate the use of rubber-mounted equipment and prohibit tri-axle or tandem axle dump trucks on school sites. Plowing equipment must have skid shoes set no higher than half an inch above the asphalt, and salting must meet specific coverage standards. Contractors are required to submit ground sheets within 24 hours of work completion and must maintain a general liability insurance policy of at least five million dollars, naming the board as an additional insured. Additionally, a valid WSIB clearance certificate must be provided and renewed every ninety days. Proposals must be submitted electronically via the Bids and Tenders system by October 13, 2026, and must include a bid deposit. Award decisions will be based on the ability to satisfy all defined requirements rather than solely on the lowest price.
