Enterprise Virtualization Rapid Integration Solution (EVRIS) - Call for Solution
Solicitation # EVRIS-26-CFS-001
The U.S. Army is soliciting innovative commercial virtualization software solutions under the Enterprise Virtualization Rapid Integration Solution (EVRIS) Call for Solutions, identified as EVRIS-26-CFS-001, to modernize its global infrastructure of over 750,000 endpoints across enterprise, edge, tactical, and air-gapped environments. The initiative aims to break vendor lock-in, introduce multi-vendor capabilities, and reduce total cost of ownership through modular, consumption-based scaling that supports seamless workload migration across classified and disconnected domains. This Call for Solutions is restricted to Original Equipment Manufacturers acting as prime contractors and will result in the award of multiple indefinite-delivery, indefinite-quantity contracts under the Defense Commercial Solutions Opening authority, with potential for expansion to the Department of War. The procurement is structured in phases, with Phase 1 requiring submission of a Solution Brief, a detailed Rough Order of Magnitude pricing template, a technical white paper covering commercial offerings, license models, and hardware compatibility, and the completed Affirmation of Business Status Certification. The submission deadline has been extended to August 13, 2026, at 06:00 EST, and proposals must be delivered via email in strictly formatted PDFs, with separate files for administrative, technical (one per bid tier), ROM, and ROM narrative components. Proposals undergo a two-tier evaluation: first as a gatekeeping checkpoint where Technical Merit is the sole pass/fail criterion, requiring demonstrated relevance, scalability, security baseline compliance, and feasibility for all four tiers of operation (Client/Endpoint, Core/Enterprise, Cloud/Hybrid, Tactical/Edge). Failure to meet this standard eliminates offerors immediately. Compliance with the Government-provided ROM template, which now includes dedicated tabs for each tier and requires explicit SKU and product identification, is mandatory and strictly reviewed. The Government will evaluate intellectual property rights, organizational conflict of interest disclosures, and data rights under DFARS 252.227-7017(d), with no non-disclosure agreements permitted with evaluators. Security compliance is non-negotiable, requiring DISA STIG adherence at 95% or higher, an active DoD IL5 or IL6 Authorization to Operate or a clear pathway to achieve it, interoperability with government tools like Tenable and Elastic Defend, and submission of a Software Bill of Materials. Financial offers must reflect tiered, volume-based discounting tied to aggregate spend levels up to $15 million,

The National Institute of Standards and Technology (NIST) is conducting market research through a Sources Sought announcement to identify qualified vendors capable of providing an Open RAN Cellular End-to-End System software with associated support services, as outlined in the attached draft Specifications. This is not a Request for Quotation and does not obligate the government to award a contract; it is solely intended to assess industry capabilities and determine potential small business set-aside opportunities. Vendors must submit a capability statement of five pages or less, including company profile details such as number of employees, office locations, Unique Entity Identifier (UEI), and CAGE Code, along with the name of the entity providing and manufacturing the product and its country of origin. Responses must also include specification sheets and product examples demonstrating compliance with the requirements, typical lead time for delivery including installation and training, and verification of small business status under NAICS code 513210, which has a $47 million size standard. All responses must come from responsible sources, including small businesses (SB, SDB, WOSB, HUBZone, SDVOSB, VOSB) and large businesses, with the government considering all small business set-aside categories. To be eligible for any future award, vendors must possess an active UEI registration on SAM.gov and hold a valid Export Control Classification Number (ECCN). The product must deliver Radio Intelligence (RIC) capability in the 78 GHz band and include an MX-PDK 3-Node Software License with integrated components such as MX-5G, MX-RIC, MX-DATA, and Open RAN Studio emulation, plus a three-year Hosted DevOps and Application Support Management service covering technical support, updates, and a ticketing system. Installation requires 40 hours of onsite work via Microsoft Teams, with training delivered virtually and including operation, maintenance, troubleshooting, and safety. The software, manuals, and license keys must be delivered electronically to azizollah.kord@nist.gov, while physical delivery of hardware and related materials must be made to NIST-Boulder, Boulder, CO. Delivery must occur within three months of award, and warranty coverage must include labor, parts, travel, and return liability for a three-year period with response times within five business days. Acceptance is expected within seven business days following functional testing and KPI verification. No compensation is provided for submissions, and marketing materials are expressly excluded from consideration.

PEO-M-U: Battery Bottle
Solicitation # PEO_M_U_Battery_Bottle
The PEO-M-U Battery Bottle assessment event, hosted by SOFWERX in collaboration with USSOCOM, seeks to engage industry partners to evaluate the manufacturing readiness for pressure-capable containment pods. These pods are essential for protecting large-format, propagation-resistant battery systems used in manned submersibles, requiring designs that are watertight, pressure-resistant, and shock-resistant. The government is requesting cost and schedule estimates along with technical reviews of specific designs to identify vendors capable of manufacturing and delivering these components while maintaining objective quality evidence. The engagement follows a multi-phase process beginning with a submission period that closes on September 8, 2026. Following a downselect phase, qualified respondents will participate in a virtual Assessment Event on September 30, 2026, to pitch and demonstrate their solutions to a USSOCOM evaluation panel. Successful participants may enter into various types of agreements, including OTAs for research or prototype projects, business-to-business research and development agreements, or FAR-based procurement contracts. Participation is limited to U.S. citizens, and awardees may be required to comply with NIST SP 800-171 standards for protecting controlled unclassified information.

BD Auto Notify voice and text messaging subscription service
Solicitation # HT941026QE039
The Defense Health Agency intends to award a firm-fixed-price, sole-source contract to Parata Systems, LLC for the BD AutoNotify voice and text messaging subscription service. This requirement is specifically for the USAF 60th Medical Group Main Pharmacy at David Grant USAF Medical Center in Travis AFB, California. The service functions as an add-on to the existing government-owned BD IntelliCab Will Call system, allowing patients to receive automated calls or text messages when their prescriptions are ready for pickup. Because the underlying BD IntelliCab system utilizes a proprietary, closed architecture that does not support third-party software, the government has determined that only one responsible source can satisfy this requirement. The scope of work includes providing all necessary non-personal services, software subscriptions, maintenance, and technical support required to maintain the AutoNotify service. While this notice of intent is not a request for competitive proposals, the government is allowing other responsible sources to submit capability statements, proposals, or quotations for consideration. Interested parties with concerns or capability statements regarding this sole-source intent must submit them to the designated contract specialist by the specified deadline.

The U.S. Army Tank Automotive and Armaments Command (TACOM), through the Army Contracting Command – Detroit Arsenal, is seeking innovative commercial solutions for the production of a new command overview video. This project aims to create an engaging professional video that showcases the functions of the TACOM Headquarters and its six various depots and arsenals located across the United States, including sites in Michigan, Ohio, New York, Illinois, Alabama, Texas, and California.
