Publications Management

The Department of National Defence is seeking comprehensive Publication Management Services and Interactive Electronic Technical Manual Services to support approximately 1,600 technical publications under the Directorate of Aerospace Equipment Program Management (Fighters and Trainers). The scope includes the full lifecycle management of these publications, from creation and amendment to delivery and maintenance, with a primary focus on S1000D-compliant XML-based IETMs and PDF formats. The work requires strict adherence to Canadian federal standards including D-LM-008-022/SG-000 for packaging, D-LM-008-002/SF-001 for marking, and S1000D-B6865-01000-00 Issue 4.1 for technical documentation formatting, as well as ISO 9001:2008 and internal DND quality procedures. All deliverables must be submitted electronically to designated DND authorities and include updated distribution lists, change registers, business rules, DVD media with labeling, and compliance certificates, with final acceptance vested solely in the Government of Canada within 45 calendar days of submission. The contract will be awarded using a Lowest Price Technically Acceptable approach, where bidders must first meet all mandatory technical criteria outlined in Annex C—such as PDF export capability, IETM navigation, alphanumeric ordering by NDID, and change tracking—before financial evaluation is conducted. No numerical weights are assigned, and only technically acceptable offers proceed to price comparison. The contract runs from award through September 30, 2030, with no renewal options, and is structured as a Firm Fixed Price arrangement based on defined task rates. All bidders must hold a SECRET-level facility security clearance and ensure all personnel with access to classified information have equivalent personnel clearances, in compliance with the Contract Security Program and Annex E. Contractors must also be registered in the Controlled Goods Program and adhere to Employment Equity Act requirements if they employ 100 or more Canadians, with additional integrity declarations mandatory for any criminal convictions. Electronic submissions via epost Connect are required and take precedence over paper submissions, which must comply with strict environmental standards including recycled content, duplex printing, and no plastic binding.
