Electronic Document Accessibility Remediation Services

The San Bernardino County Purchasing Department is soliciting proposals for Electronic Document Accessibility Remediation Services under solicitation AGENCY27-PURC-6552. The primary objective is to modify existing electronic documents to ensure they are perceivable, operable, understandable, and robust, adhering to WCAG 2.1 Level AA, PDF/UA (ISO 14289-1), and ADA Title II Rule H standards. The scope includes remediating a legacy backlog of approximately 109,331 pages and managing ongoing weekly volumes. Services must include the application of logical tag structures, meaningful alternative text, programmatic table and form remediation, and OCR for scanned documents, with verification performed via both automated tools and manual assistive technology testing. The contract is structured with firm-fixed unit pricing for an initial term starting approximately January 26, 2027, and ending January 25, 2029, with options to extend for three additional one-year periods. Award will be based on a Best Value Evaluation, weighing qualifications and experience (40 points), technical approach (25 points), security and data protection (20 points), and capacity, staffing, and cost (15 points). A 5% local preference is available for qualifying vendors. Selected contractors must provide a 90-day warranty on remediated documents and adhere to strict rework timelines. Compliance requirements include certification regarding debarment, adherence to federal executive orders on non-discrimination, and the provision of comprehensive insurance and security certifications such as SOC 2 Type II or ISO 27001.
