Purchase of Washers and Dryers

The Department of National Defence is seeking to procure 30 commercial-grade washers and 10 commercial-grade dryers for the Service Personnel Accommodation at the Valcartier Base Support, 2nd Canadian Division, with all units required to be white, non-coin operated, belt-driven, and equipped solely with mechanical push-button controls instead of electronic or touch interfaces. Each washer must have a ½ HP motor, a stainless steel drum, a capacity between 3.0 and 3.5 cubic feet, be top-loading with a metal door, operate on 120V, include a plastic drain hose and braided metal water hoses, and support at least one type of detergent with a single wash cycle lasting between 30 and 60 minutes. Each dryer must be front-loading with a metal door, operate on 220V, and offer a minimum capacity of 7 cubic feet. All appliances must bear an Energy Star label or an equivalent certification, meet specific dimensional constraints of 37 to 48 inches in height, 20 to 30 inches in width, and 23 to 33 inches in depth, and be sourced from an authorized distributor capable of providing ongoing after-sales service. The contract includes a mandatory 36-month extended warranty and requires delivery by August 14, 2026, to the designated address at SVC Pers / Accommodation Building VC 515, Cardin Street, Valcartier, Quebec, with deliveries permitted only Monday through Friday between 8:30 a.m. and 2:00 p.m., excluding federal holidays. The contractor must use protective packaging to prevent damage during transport and unloading, ensure the delivery vehicle is equipped with a liftgate for direct unloading into the DND receiving area, and provide advance email notification of the delivery schedule at least three days prior. Installation is not the contractor’s responsibility and will be performed by DND. All offers must be structured into three distinct sections—technical, financial, and administrative documentation including the required Offer Submission Form and Offeror Declaration Form—and must comply with stringent technical pass/fail criteria, as failure to meet any single requirement results in non-compliance. The award will be made to the lowest evaluated compliant price, with no weighting applied beyond mandatory qualifications.
