The Naval Criminal Investigative Services (NCIS) plans to award a firm fixed-price, sole source contract to G2 RESEARCH LIMITED for the annual upgrade and maintenance of 12 existing copies of the ICU Workbench software. This software supports the NCIS Technical Services office at the Russell Knows Building in Quantico, VA, and is essential for analyzing GPS tracking data points related to criminal and counterintelligence investigations. Maintaining up-to-date software patches and improvements via these yearly upgrades is vital to ensure continued access to this key investigative tool. This procurement is being conducted as a sole source under FAR 6.302-1, as G2 RESEARCH is the only responsible source authorized to provide the brand-name software and its latest upgrades. The contract will cover 12 annual maintenance licenses, with no competitive quotes solicited. Interested parties could express their interest and capabilities before the government decides whether to pursue a competitive procurement, but the government retains sole discretion in this matter. The point of contact for inquiries was established, with a deadline for questions of August 24, 2012. This contract supports essential investigative functions within the Department of Defense, safeguarding operational integrity through continued software support at the Quantico location.
