The JohnD Winters Softball Fields Synthetic Turf Conversion Project in Carson City involves transforming four existing natural grass softball fields into synthetic turf surfaces, with an estimated cost of approximately $5.05 million funded locally. The scope includes removing the top 4 inches of organic soil, installing new irrigation lines with additional mainlines and quick couplers for turf maintenance, and replacing base anchors, irrigation heads, and conflicting piping. To improve accessibility and security, select sections of courtyard fencing will be removed and replaced with new gates, while existing infrastructure such as signage, striping, driveways, and utilities will be restored or upgraded to current standards. The project is classified as horizontal construction and is scheduled to begin with a non-mandatory pre-bid meeting on July 22, 2025, at Centennial Park, with bids due by July 29, 2025. The procurement process emphasizes compliance with civil rights and nondiscrimination policies, encouraging participation from disadvantaged and small business enterprises, although no specific DBE/SBE goals are mandated. Bidders are required to submit various forms, including bid bonds, subcontractor information forms for subcontractors exceeding 1% or 5% of the bid, and affidavits certifying adherence to Nevada’s bidding preferences, such as Nevada residency and payroll record maintenance. The contractual framework includes detailed general conditions, conflict of interest disclosures, and an independent contractor agreement that outlines project scope, payment terms, and legal obligations. All work must adhere to state and local regulations, with the contractor responsible for obtaining necessary permits, ensuring site safety, and maintaining public protection throughout construction. The project aims to enhance the athletic facilities while ensuring compliance with legal, safety, and nondiscrimination standards.
