IAW FAR 6.302-1(a)(2); supplies required by the agency are available from only one responsible source, or for DoD, from only one or limited number of responsible sources, and no other type of supplies will satisfy agency requirements, full and open competition need not be provided for. Procurement will include Pyxis ES components that only CareFusion Solutions, LLC can offer since CareFusion Solutions, LLC manufactures the hardware of the proprietary medication cabinets and establishes the software required to connect to the regionally deployed servers. Additionally, CareFusion Solutions, LLC has not entered into any agreements with other companies to resell its products or services; therefore, third party offerings are unavailable. As such, CareFusion Solutions, LLC, is the only vendor capable of providing the services required. The acquisition is highly technical and specialized, and the Defense Health Agency already competed the contract for the software, awarded to BD/Carefusion (HT001116A0002) - consequently, all Air Force and Navy sites have standardized with BD Pyxis.
