Q--24 HR THERAPEUTIC TELEVISION NETWORK

The VA Network 2 Contracting Office intends to enter into sole source procurement with Healing Healthcare Systems for the C.A.R.E. Channel. This proposed contract action is being conducted under the authority of FAR 6.302-1(b)(1)(i) which states "When there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities", only one responsible source and no other supplies or services will satisfy agency requirements, incorporates provisions and clauses as those in effect. This procurement is for The C.A.R.E. Channel which will provide healing programming of nature and music for our patients over a designated TV channel. The C.A.R.E. Channel is the only provider that supplies daytime and nighttime programming which supports the patients' circadian rhythm and has been shown to help those who are confused, disoriented or simply unable to sleep at night. Healing Healthcare Systems provides 70 hours of program content which better supports the extended care patient. The program is provided in MPEG2 format at a rate of 8 mgs per second (this provides the highest quality of digital imagery and will accommodate HD distribution.) This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely by the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
