It is the National Energy Technical Laboratory?s (NETL) intent to award a purchase order on a sole source basis to NASA/Glenn Research Center, Cleveland, OH to conduct the following: (1) Coating of NETL-AID coupons with NASAs high temperature single or bi-layer matrix for use at temperatures of 1400-1700 degrees C, and (2) Conduct five, high temperature, 50 hour, thermal flux tests in NASAs laser test facility and in accordance with the Statement of Work attached to this RFQ. This is not a formal solicitation. This synopsis is not considered a request for quotation or proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the attached listed specifications for the item(s) being requested (software licenses and accompany support service).
