NASA's Marshall Space Flight Center seeks to accelerate the design, development, testing, evaluation, and producibility support for the Ares I Upper Stage under contract NNM07AB03C, leveraging funds from the American Recovery and Reinvestment Act of 2009. The efforts include procuring critical hardware and tooling such as the Vertical Assembly Tool, conducting verification planning and analysis with detailed objectives and test requirements, and preparing for critical design and certification reviews through comprehensive stress, load, and thermal analyses. Additionally, the contract focuses on manufacturing process development including weld development and the acceleration of thruster module readiness, along with the expedited procurement of long lead items like Aluminum/Lithium 2195 ingots. Production tooling for facilities like the Michoud Assembly Facility and NASA/MSFC is also part of this initiative to ensure readiness and mitigate schedule risk. This procurement will be executed as a cost-reimbursement action under FAR 52.243-2, reflecting a change order to an existing contract rather than a new requirement. Competition is deemed impractical because Boeing, already under contract, is deeply involved in the ongoing Ares I Upper Stage Program work, and transitioning to another contractor would cause disruptions. The government does not intend to acquire a commercial item and has appointed an ombudsman to oversee the process, signaling transparency and responsiveness within this non-competitive contract action.
