The Department of Veterans Affairs, through the VISN 22 Gilbert Office and Phoenix VA Health Care System, seeks to establish a Contracted Community Based Outpatient Clinic (CCBOC) in Payson, Arizona, to provide primary and mental health care services to veterans in that region. The clinic is intended to operate in a private hospital, office, or clinic setting, serving an estimated population of 800 veterans, and must deliver integrated medical and mental health care, including home-based primary care and telehealth services. The services should cover a full spectrum of care—from prevention and diagnosis to treatment, referral, and follow-up—with access to specialty care available through referrals or telehealth. The contractor is responsible for providing all necessary personnel, equipment, facilities, and support services such as pharmacy, laboratory, and x-ray, while ensuring compliance with VA and Joint Commission standards, as well as regulations concerning safety, disability access, and occupational health. The outpatient clinic must operate during standard business hours on weekdays and maintain a veterans-only environment with dedicated signage, waiting areas, and staff in a co-located facility. Telehealth support is a critical component to address geographic barriers in care delivery. The contract is structured for one base year with four option years, governed under Title 38 United States Code 8153, with NAICS code 621498 and an $8.5M size standard. An Industry Day was scheduled to provide further information and facilitate engagement with potential contractors. This event included sessions on the business requirements, small business participation, and a networking opportunity, indicating the VA's intent to ensure informed and comprehensive contractor proposals in the forthcoming solicitation.
