The Department of Homeless Services (DHS) is seeking an appropriately qualified medical provider to provide medical and behavioral health services at a 394-bed assessment shelter for unhoused men at Atlantic Men’s Shelter.  The site shall also be used as a nurses station, where DSS can assign nurses to other sites/areas on a temporary basis and as needed. The contractor selected through this RFP will provide the services in accordance with New York State Codes, Rules and Regulations, Title 18, Part 491 (18 NYCRR 491), DHS policies and procedures, and related court decrees. DHS’ overall goals and objectives for this procurement are to continue the medical and behavioral health assessment services at the Atlantic Men’s Shelter onsite clinic, which are critical in identifying medical and behavioral health issues that may impact a client’s health and wellbeing while in the shelter, and for determining an appropriate shelter placement. Resources will be primarily used to provide comprehensive medical and behavioral health assessments as in input into program shelter placement decision-making, and to address the urgent medical needs of clients in shelter, including crisis prevention and intervention. The contractor will also provide health promotion and coaching on key heath issues, harm reduction and overdose prevention education, short term counseling and referrals for follow up care in the community at the front door of the shelter system, as well as other areas within DSS. This will support clients' needs being identified and addressed so they can succeed in transitioning to permanent housing.
