The Federal Housing Finance Agency (FHFA), through its Office of Technology and Information Management, is seeking to procure equipment, licenses, support, and maintenance specifically from Q1 Labs to support their existing Security Information and Event Management (SIEM) infrastructure. This procurement will occur under the NASA SEWP Government-Wide Acquisition Contract, ensuring that all prime vendors in the relevant contract groups are given a fair opportunity to compete. The justification for using this brand name is based on the unique and sole-source nature of Q1 Labs' Q1Radar product, which is currently deployed across FHFA's network and is essential for maintaining compatibility and operability within their cybersecurity environment. The rationale emphasizes that Q1 Labs is the only responsible source that can provide the required equipment, software licenses, and ongoing maintenance and support needed to keep the SIEM system functioning effectively. Failure to continue using Q1 Labs products would lead to significant operational challenges, including incompatibility issues, system downtime, and increased costs related to training, installation, and system replacement. Additionally, maintaining the current agreement ensures that FHFA can meet its data analysis and security demands without disruption. The contract involves a formal solicitation process and contact details are provided to facilitate communication with the agency.

JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION (Brand Name Justification) In accordance with FAR 11.105 (a) (3), the following brand name justification is hereby provided for public dissemination. NOTE: This requirement will be competed under the NASA Solutions for Enterprise-Wide Procurement (SEWP) Government-Wide Acquisition Contract (GWAC) among Groups A, B, C, and D. All prime vendors under these Groups of the NASA SEWP contract will be given a fair opportunity to compete. The NASA SEWP RFQ Number is 144766. 1. DESCRIPTION OF SERVICES AND SUPPLIES: The Federal Housing Finance Agency (FHFA), Office of Technology and Information Management (OTIM) has a requirement for the purchase of equipment, licenses, support and maintenance specifically provided by Q1 Labs. 2. STATUTORY AUTHORITY: FAR 6.302-1 (c) Only one responsible source and no other supplies or services will satisfy agency requirements, Application for brand name descriptions. 3. RATIONALE SUPPORTING USE OF AUTHORITY CITED ABOVE: (Note: A redacted copy of the full Brand Name Justification is attached.) This requirement is for specific brand name equipment, licenses, support, and maintenance. Although this requirement is brand specific to Q1 Labs, multiple distributors are available to quote on a competitive basis under the NASA SEWP multiple award contract vehicle. Brand Name Justification: The following considerations are used to justify the acquisition of additional Q1Labs Q1Radar SIEM devices and maintenance: - FHFA currently uses Q1Labs Q1Radar (SIEM) deployed on the FHFA network. - Equipment, maintenance and support are provided by Q1Labs services either by calling their support center or via e-mail. - All maintenance services are provided by Q1Labs personnel either on site, remotely, via download or through Return Merchandise Authorization (RMA). - Q1Labs is the sole provider/manufacturer of their equipment, support services and maintenance. - If FHFA procures different brand name equipment and support, it will be incompatible with our current SIEM infrastructure. - Not purchasing support for the upgraded SIEM devices will cause our current agreement to expire and devices will not be updated or maintained. This in turn will render the systems unable to operate within normal parameters. - The cost of replacing, installing, modifying, and training another system other than Q1Radar will be significant. - Not purchasing additional SIEM devices and maintenance will render FHFA unable to cope with current data analysis demands.
