The Department of Veterans Affairs, Network Contracting Office 04 (NCO4), intends to negotiate on a sole source basis with WAYNE MEMORIAL COMMUNITY HEALTH CENTERS, 601 PARK STREET, HONESDALE, PENNSYLVANIA, 18431, in accordance with RFO FAR 12.102. Wilkes Barre VA Medical Center (WBVAMC) currently receives contracted primary care clinic services for veterans in the vicinity of Wayne County, PA, through Wayne Memorial Community Health Centers (WMCHC), a large not-for-profit business entity. Where VA community-based outpatient clinics are typically contracted to firms that must identify leased sites of care, and then build-out and staff those sites prior to commencing operations, Wayne Memorial Community Health Centers maintains a co-located primary care clinic for veterans within an existing Federally Qualified Health Center (FQHC). WBVAMC is currently in the planning phase for procurement of a long-term contract for these services. To provide continuity of care pending the long-term procurement, the agency intends to negotiate a short-term service contract to include a one-year performance period to commence on 08/01/2026. WMCHC is the only known source that can maintain continuity of care within the required performance period. This notice of intent is not a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contracting Officer no later than 05/28/2026 at 2:00 PM Eastern Time. All responses must be sent by email to the Contracting Officer, Thomas Cossentino, at thomas.cossentino@va.gov. Responses must include ISS 36C24426Q0633 in the subject line. Telephone responses will not be accepted. Determination of procurement strategy based on responses to this notice is solely within the discretion of the Contracting Officer.
