Q301--Battle Creek Reference Lab Testing Services

The Department of Veterans Affairs, via the Battle Creek VA Medical Center, intends to award a sole source firm fixed price contract to Bronson Methodist Hospital for reference laboratory testing services under RFO 6.103-1, with a base year and four optional years, effective August 1, 2026, through July 31, 2027. The contract requires the contractor to provide comprehensive laboratory services including Microbiology such as Blood Cultures, Blood Bank Services like ABO/Rh and Antibody Screens, and backup General Laboratory Testing for STAT specimens and samples too unstable for long-distance transport, particularly in the event of instrument failure. All STAT results must be delivered within one hour of sample collection in full compliance with VHA Directive 1101.13(1) Appendix B. The NAICS code 621511 applies, with a small business size standard of $41.5 million in annual receipts. This is a notice of intent, not a solicitation or request for competitive proposals, and the government reserves the right to proceed without competition. Any party wishing to challenge the sole source determination must submit clear and convincing evidence demonstrating that full and open competition would be advantageous to the government, along with documented capability to strictly adhere to the required turnaround time and clinical standards.
