The Corporal Michael J. Crescenza Philadelphia VA Medical Center plans to award a sole source contract to Empatica, Inc. for the purchase of Empatica Parkinson’s Monitors. This decision is made under the authority of FAR 6.302-1, which allows non-competitive contracting when only one responsible source can meet the agency's requirements. The action will be executed as a firm-fixed price contract using simplified acquisition procedures, with a NAICS code of 339112 and a size standard of 1,000 employees. A written justification and approval will support this sole source award as required by applicable FAR sections, and a brand name justification will be posted with the solicitation. This notice serves as an announcement of intent rather than a solicitation or request for offers, and responses must demonstrate clear and convincing evidence of a prospective offeror’s capability to fulfill the requirements as well as show that competition would benefit the Government. Interested parties have three calendar days from the posting date to submit capability statements to the contract specialist named in the notice, and those responding must be actively registered in the System for Award Management (SAM). The contracting office handling this procurement is the Network Contract Office 4 under the Department of Veterans Affairs, located in Pittsburgh, PA.
