The Department of Veterans Affairs, through the 244-NETWORK Contract Office 4 in Pittsburgh, Pennsylvania, intends to award a sole source contract under FAR 6.302-1 to Empatica, Inc. of Cambridge, Massachusetts, for the procurement of Empatica Parkinsons Monitors to support the Corporal Michael J. Crescenza Philadelphia VA Medical Center. This action is justified because only one responsible source can satisfy the agency’s requirements, and no other supplies or services will meet the specified needs. The procurement will be conducted using Simplified Acquisition Procedures as a firm-fixed price contract under NAICS code 339112, with a size standard of 1,000 employees. Although a determination that only one large business can meet the requirement is not necessary, the agency will comply with FAR 6.303 and FAR 6.304 by preparing a written justification and approval, and the brand name justification will be posted as required by FAR 6.305(c). Interested parties must submit a capability statement demonstrating their ability to fulfill the requirement and show that competition would benefit the government, and submissions must be received within three calendar days of the notice issuance. All respondents must be actively registered in SAM.gov. The sole source intent is not a solicitation or request for proposals, and the government retains full discretion not to compete the procurement. The contract specialist, Doretha Jordan, is the point of contact for submissions, and the response deadline is June 8, 2026, at 4:30 PM Eastern Time. No contract value, delivery schedule, inspection criteria, or detailed technical specifications are included in this notice, as it serves solely as a pre-solicitation announcement.
