The services required include one Cytopreparation Technician, one ASCP/AMT Certified Medical Technologist, one Pathologist’s Assistant, eleven Phlebotomists or Medical Technicians, and one Medical Transcriptionist, all to be provided on an as-needed basis under the direction of the Chief of Pathology & Laboratory Medicine. Responses are sought from qualified providers capable of meeting VA policies, medical staff bylaws, and JCAHO accreditation standards, with an emphasis on personnel available to begin service as soon as possible. Preference will be given to candidates with current VETPRO certification, and each proposed individual must have three professional references submitted. All offerors must be registered in SAM with an active Unique Entity Identifier and must certify their size status under NAICS code 621511, with a small business size standard of $41.5 million, as well as compliance with FAR 52.219-14 limitations on subcontracting. The contract, if awarded, would initially run from October 1, 2026, through September 30, 2027, with four additional option periods available, and performance would occur primarily at the Memphis VAMC and its surrounding clinic locations. Contractors must comply with stringent security, confidentiality, and operational requirements, including adherence to HIPAA, VA Directive 0710, and the Privacy Act of 1974. All personnel must undergo background investigations to ensure no history of criminal offenses or patient abuse, and must complete VA-mandated cyber security training and sign a Rules of Behavior statement for access to VA information systems. Contractors are liable for liquidated damages under clause 852.211-76 in the event of a data breach involving sensitive VA information. Personnel must meet health and safety standards, including proof of one dose of Tdap vaccination and compliance with OSHA bloodborne pathogens regulations, and are strictly prohibited from smoking on VA property.
