The Department of Veterans Affairs, through Network Contracting Office 19, is conducting a market survey for Farm Management Services at the Valor Point Domiciliary in Lakewood, Colorado, under solicitation number 36C25926Q0522, with a response deadline of June 17, 2026, at 12:00 PM Mountain Time. This Sources Sought Notice is strictly for market research and planning purposes and does not constitute a solicitation, request for proposal, or binding obligation on the part of the government. The intent is to assess industry interest, capabilities, and socioeconomic classifications of potential suppliers to support the exercise of Option Year 2 for existing contract 36C25924C0094. Respondents must provide basic company information including name, address, point of contact, Unique Entity ID, and a completed Buy American Certificate to verify the country of origin for any end item. While no award will result from this notice, the government is evaluating market readiness ahead of potential future procurement actions. The work involves managing an on-farm operation that includes indoor growing carts, raised garden beds, an in-ground planting area, a geodesic greenhouse dome, and an orchard, with the primary mission of engaging Veterans in horticultural therapy to support recovery through physical activity, nutrition, and socialization. The contractor must deliver comprehensive farm management services, including annual growing plans, composting, infrastructure maintenance such as aquaponic systems and solar-powered drip irrigation, and structured educational sessions for inpatient and outpatient Veterans. All personnel must undergo VA background checks, obtain PIV badges, complete required training including HIPAA, privacy, patient abuse awareness, and safety compliance, and adhere to strict conduct policies such as wearing professional attire with ID badges, prohibiting personal cell phone use during duties, and restricting food and tobacco consumption to designated areas. The contractor is responsible for proper labeling, washing, handling, and storing of produce in accordance with Food Safety Modernization Act guidelines and Good Agricultural Practices. The government will supply necessary farm materials, and contractors may collaborate with VA leadership to pursue external funding opportunities. Performance will be monitored by a government-appointed Contracting Officer’s Representative who will enforce quality standards, validate task completion only after all deficiencies are corrected, and limit complaints to no more than two per period, escalating unacceptable performance for corrective action. All contract modifications must be formally approved by the Contracting Officer via SF30 documentation. Responses must be submitted via email to jeremy
