SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY This notice is issued solely for information and planning purposes and does not constitute a solicitation or a request for proposals, quotations, or bids. The Government is conducting market research to identify qualified sources capable of providing the required services described below. Overview The Department of Veterans Affairs (VA), VHA Regional Procurement Office (RPO) West, Network Contracting Office (NCO) 17 Health Care Resources Branch, is seeking capability statements from interested firms able to provide On Site Board Certified Interventional Radiology (IR) Physician Services for Veterans at the Audie L Murphy Memorial Veterans Hospital in San Antonio, Texas. The purpose of this Sources Sought is to assess industry capability and determine the appropriate acquisition strategy, including potential set aside considerations for small business concerns (e.g., SDVOSB, VOSB, HUBZone, 8(a), WOSB). Scope Of Requirement The selected contractor shall provide Board Certified Interventional Radiology (IR) Physician Services necessary to provide on-site interventional radiology at the medical center. The Contractor shall propose four (4) key personnel to be credentialed and be available for scheduling to meet the requirements of the contract. Commercial health care quoters shall identify by title/position or level of experience the key personnel submitted. On-call service is required
The VA Full Time Equivalency (FTE) for the services required is two (2).
One (1) FTE is defined by VA as a minimum of 80 hours every two (2) weeks and does not include holidays. The minimum number of Board-Certified Interventional Radiology physicians required to be on site daily is two (2) present at the same time as defined in paragraph Hours of Operation in the PWS.
Contractor must make the Contractor s physician(s) available for on-call and call-back coverage during all hours when the facility clinic is closed, including evenings, weekends, and holidays. The Contractor must provide a written contingency plan to the COS for back-up coverage whenever any of Contractor s physicians are on-call at another facility while also on-call for the VA. This contingency plan must be provided at least one week before the coverage is set to occur.
Place of Performance: Audie L Murphy Memorial Veterans Hospital 7400 Merton Minter Blvd San Antonio, TX 78249-4404 Contract Type & Period of Performance If a future solicitation is issued, the Government anticipates awarding a Firm-Fixed-Price (FFP) contract with: One (1) base year, and Four (4) one-year option periods. Requested Information Interested parties are invited to submit a capability statement that addresses the following: A. Company Information Legal business name Address Unique Entity ID (UEI) (DUNS still accepted if included in your records) Point of contact (name, title, phone, and email) Business size and socioeconomic status under NAICS 621492 Dialysis Centers If applicable: Verification for SDVOSB/VOSB status through the SBA s Veteran Small Business Certification (VetCert) B. Capability Details Description of your organization s experience performing work of similar scope and complexity Types of services your company provides Any alternate NAICS code you believe may better align with these services Page Limit: Submissions shall not exceed 10 pages, including attachments, and must be provided in PDF or Word format. Firms shall identify whether or not they are a small business or other than small business in accordance with the size standard for NAICS code 561320. If another NAICS code may be applicable, please identify the NAICS in your capability statement.
