The Department of Veterans Affairs is soliciting qualified Service-Disabled Veteran-Owned Small Businesses to provide Initial Outfitting, Transitioning, and Activation (IOT&A) services for the American Lake B201 facility at the Puget Sound Healthcare System. This acquisition, identified by solicitation number 36C77626Q0155 and NAICS code 541614, is a 100% SDVOSB set-aside under the Veterans First Contracting Program and is structured as a Firm-Fixed-Price contract with optional tasks and separate cost-reimbursable travel components. The base period of performance is estimated at 37 months, beginning August 3, 2026, and concluding September 2, 2029, with additional optional periods extending through April 2, 2030. Offerors must deliver a comprehensive suite of services including interior design, FF&E installation, staff and patient transition planning, warehousing and material handling, relocation of 425 computer/desk setups on the same day, and activation support—all aligned with evidence-based healthcare standards. Technical proposals are subject to a strict Pass/Fail gate for Key Personnel, disqualifying any offeror failing to meet minimum requirements, and will be evaluated based on technical approach and price in a Best Value determination, where lowest cost or highest technical score does not guarantee award. Contract performance is governed by extensive security, compliance, and administrative requirements. All personnel must meet VA Directive and Handbook 0710 standards, with access to classified systems requiring appropriate clearances and compliance with NISPOM. Contractors must ensure VA data is protected behind approved firewalls and comply with Federal Records Act and NARA retention policies. Submission of a completed VAAR 852.219-75 Certificate of Compliance and SAM.gov certification is mandatory, and failure to provide either renders an offer ineligible. The Quality Assurance Surveillance Plan mandates 95% first-pass compliance for deliverables, no more than one validated COR complaint per quarter, and full adherence to approved quality control measures.
