The Natural Resources Conservation Service (NRCS) is seeking providers capable of delivering Clerical Support Services in multiple South Dakota locations, including Brookings, Mitchell, Pierre, and Rapid City. Currently, these services are handled by Government personnel, and NRCS is conducting a Direct Conversion with a Cost Comparison Study to determine if outsourcing these functions is cost-effective compared to in-house performance. There is no solicitation at this time, and the Government cautions that a contract will only be awarded if contract costs are not higher than Government performance costs. Interested parties must express their interest by April 7, 2003, by submitting detailed contact information and responding to specific questions related to business size, ownership status (including small, disadvantaged, veteran-owned, Hubzone, or woman-owned business classifications), and certification status. This announcement is not a formal request for proposals but a preliminary sources sought notice to gauge industry interest before a solicitation is anticipated to be released around April 21, 2003. The contractor is expected to comply with the NAICS code 561110, which pertains to office administrative services. The Government has established a point of contact for responses via email or fax, and telephone inquiries will not be accepted. This effort aligns with OMB Circular A-76 guidelines, emphasizing the comparison of commercial performance versus in-house provision for clerical duties within the specified locations.
