The Department of Health and Human Services (DHHS), through the Substance Abuse and Mental Health Services Administration (SAMHSA), conducted a streamlined cost comparison study following OMB Circular A-76 guidelines to evaluate the most efficient provider for two full-time Program Support Assistant positions within the Division of Operational Support. This competitive process began on May 31, 2007, and concluded on August 23, 2007, assessing the cost-effectiveness of in-house agency services versus commercial contract performance for these GS-303 positions. The study involved detailed market research and a cost comparison between the current "AS IS" organization and potential contract costs, ultimately determining that the agency's internal service provision was the least costly option. The formal decision announced that SAMHSA’s internal organization would continue providing these services, ensuring cost savings for the government. Key officials involved in this process included the Competitive Sourcing Official, Deputy Administrator Eric Broderick; Agency Tender Official Kathleen Milenkowic; Human Resource Advisor Lenora Adams; and Contracting Officer James Whitt, who is the designated point of contact for any inquiries. The services under review are performed at SAMHSA's facility in Rockville, Maryland. Interested parties wishing to comment were instructed to contact only the Contracting Officer, as other officials would not respond to inquiries.
