The Department of Health and Human Services, through the Substance Abuse and Mental Health Services Administration, issued a formal notice for a streamlined competition under OMB Circular A-76 to conduct a cost comparison study involving two full-time program support positions: a Program Support Assistant (GS-0303) and a Program Support Specialist (GS-0301). These positions are currently located at the SAMHSA office in Rockville, Maryland, and the study focuses on evaluating whether contracting out these services would be more cost-effective than current in-house performance. The Program Support Assistant's duties include coordinating and preparing documents for senior staff, maintaining data tracking systems, and reviewing directives for program applicability. The Program Support Specialist's responsibilities include writing grant program descriptions, analyzing grant files for consistency with grant announcements, and maintaining records for grant applications and funded grants. The study will run from May 31, 2007, through August 28, 2007, and will compare the estimated contract costs of performing these services externally with the existing government personnel costs. The process will adhere to the streamlined competition procedures of OMB Circular A-76, and the ultimate decision to solicit offers will depend on the results of this cost comparison. Key officials involved include the Competitive Sourcing Official, the Agency Tender Official, the Human Resource Advisor, and the Contracting Officer, with the latter being the sole point of contact for inquiries. This announcement is not a solicitation, and no contract will be awarded unless the proposed contract cost is demonstrated to be less than the cost of in-house performance. If a solicitation is issued, it will be posted publicly on Federal Business Opportunities.
