The contract involves a performance decision related to a streamlined competition study conducted under OMB Circular A-76 within the Department of Health and Human Services, specifically the Administration for Children and Families (ACF). The study, which focused on two positions in the Office of Administration, was publicly announced on January 4, 2005. Following a thorough review process, including compliance with procurement integrity and ethics regulations, the ACF Competitive Sourcing Representative certified the completion of the study on March 21, 2005. The official decision was to retain the identified functions and operations within the agency rather than outsourcing them. The streamlined competition followed procedures established by the OMB Circular A-76 dated May 29, 2003, and the corresponding streamlined competition form (SLCF) is available to the public upon request. Importantly, the decision is final and not subject to contestation by any party. The contract includes contact information for Dennis Gray, the lead for ACF Competitive Sourcing, to address any inquiries. The study and resulting decision reflect ongoing efforts by the Administration for Children and Families to assess and manage its internal administrative operations in compliance with federal policies and standards.
