The U.S. Army Corps of Engineers plans to award a sole source fixed-price contract to The Corporate Executive Board Company for an annual membership that includes a license to the CLC-Human Resources subscription. This subscription enables USACE to participate in a range of professional organizations and access unique, member-guided research on best practices in human capital management. The CLC provides research and executive education on key HR topics such as employee engagement, performance management, succession planning, workforce management, and organizational restructuring, which will help USACE improve management initiatives, tools, and processes to deliver better results to client organizations while learning from peer institutions. The contract covers the period from September 29, 2011, to September 28, 2012. This procurement is justified under a sole source acquisition due to the uniqueness of the services provided by the CLC, which is the only organization offering this specific "member-guided" HR research agenda. However, other firms interested in providing similar services have five days from the announcement date to submit written notifications with evidence of their ability to meet the requirements for consideration. The final decision to compete remains at the Government’s discretion. The point of contact is Susan Hill at the U.S. Army Corps of Engineers, available by phone or email. If no other responses are received, the Corps will proceed with awarding the contract to The Corporate Executive Board Company.
