AI Contract Overview

The contract involves the development of a computer-generated visualization depicting the structural response and collapse sequence of the World Trade Center Towers 1 and 2. This visualization will take the form of a movie in audio/video interleave format, based on the finite element analyses conducted during the original WTC investigation. Due to the specialized nature of the work and the requirement for first-hand knowledge of those analyses, the National Institute of Standards and Technology (NIST) plans to award a fixed-price purchase order on a sole source basis to Simpson Gumpertz & Heger, Inc. (SGH), the firm responsible for developing the finite element models used in the investigation. The procurement will be conducted under the authority that allows non-competitive sourcing, with NIST seeking to negotiate exclusively with SGH given their unique qualifications. Although this notice allows other interested firms to express their capabilities by January 17, 2006, it is not a solicitation for competitive quotes, and whether to proceed without competition will be at the government’s discretion. Responses must provide sufficient documentation demonstrating the responder’s ability to fulfill the requirement. The project's NAICS code is 541330, and points of contact for further information are contract specialists Joan M. Smith and Albert J. Petto Jr. located in Gaithersburg, Maryland.

The National Institute of Standards and Technology (NIST) has a requirement for the development of visualization of the World Trade Center (WTC) 1 and WTC 2 Collapse. This requires the production of a computer generated - movie in audio/video interleave format of the computed structural response leading to the collapse of the WTC towers. Completion of the tasks involved with this procurement requires first hand knowledge of the finite element analyses conducted as part of the WTC investigation. - NIST intends to enter into a sole source purchase order with Simpson Gumpertz & Heger, Inc. (SGH) under the authority of 41 U.S.C. 253 ( c) (1) - only one responsible source. The Government anticipates the award of a fixed price purchase order. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
