16 -- Automatic Flight Control System (AFCS) Baseline Investigation

The Naval Air Systems Command plans to issue a delivery order on a sole-source basis under an existing Basic Ordering Agreement with Sikorsky Aircraft Corporation, the Original Equipment Manufacturer of the Navy’s CH-53E and MH-53E heavy-lift helicopters. The contract work focuses on conducting a baseline investigation of the Automatic Flight Control System (AFCS) to examine failure, maintenance, and repair data related to the top five major degradation factors. The goal is to develop solutions aimed at improving system reliability, supportability, and reducing repair times and lifecycle operations and support costs for the remainder of the aircraft's service life. Sikorsky is uniquely qualified to perform this work due to its proprietary technical data, deep integration experience, and specialized knowledge of the AFCS. The investigation will provide critical insights necessary to extend the operational effectiveness of the H-53E fleet. This contract action is for informational purposes and involves no competitive bidding, reflecting the sole-source nature of the procurement.
