Full Description

As part of the process for developing the solicitation for the GSA SmartPay? 2 program, GSA released a draft RFP on FedBizOpps for comment on May 25, 2006. The program office subsequently received a total of over 1,000 comments and has considered all comments received and, where appropriate, revised the RFP. The attached document contains the comments received by GSA. Due to the volume of comments received, this document contains the first portion of comments and responses, and will be updated as the remaining comments are resolved and finalized. Comments identifying minor typographical and formatting errors have been resolved, but for practical purposes are not included in these documents. Comments that were received after the comments deadline (June 23, 2006) were considered and revisions made to the RFP as appropriate; however, these responses are not included in these documents. Lengthy comments have been abridged in these documents.

Request for Information Only for Fleet Card Services
Solicitation # S-10700-00018220
The State of Oregon, through its Department of Administrative Services Procurement Services, has issued an informal Request for Information (RFI) under solicitation number S-10700-00018220 to gather industry feedback regarding Fleet Card Services. This RFI is intended solely for market research to aid in the development of future competitive solicitations and will not be evaluated for immediate contract awards. The state is seeking detailed information on technology and functionality, specifically regarding online card systems for administrators and users, fraud reporting, transaction review, and the ability to interface with e-procurement systems. Additionally, the agency is requesting input on available rebates, incentives, common industry insurance coverage, and the minimum security, privacy, and compliance standards that should be required for future providers. Responses must be submitted electronically via the OregonBuys portal by November 4, 2026, at 5:00 PM. Submissions should be concise, exclude marketing materials, and include basic company contact information. All submitted documents are considered public records under Oregon law, and the state strongly discourages the inclusion of proprietary or confidential information. Jennifer Jolley serves as the primary point of contact for this effort. Because this is an informal information request, there are no established contract values, performance periods, or specific FAR-based award criteria at this time.
