The Social Security Administration (SSA) intends to enter into exclusive negotiations with the Harris County Sheriff’s Department in Houston, Texas, for fraud investigation services related to suspected fraudulent activities against SSA’s Title II and Title XVI Disability Programs, including Title XIX Medicaid, within the Harris County metropolitan area. This sole-source procurement is authorized under the Federal Acquisition Regulation (FAR) and U.S. Code provisions, citing that only the Harris County Sheriff’s Department can meet the agency’s stringent requirements. These include possessing law enforcement authority, access to restricted law enforcement reports, a concealed weapons license with required armament, and arrest technique training. All contractors must pass a security background check and be registered in the Central Contractor Registration database before any contract award. The anticipated contract is a firm-fixed price, spanning three years with a base period plus two option years. While this request is not a solicitation or proposal and will not be reimbursed, the SSA invites qualified entities capable of fulfilling these fraud investigation services to submit their capabilities, experience, pricing, and relevant data for consideration. The SSA emphasizes that any decision to forego competitive procurement will rest with the agency, and information submitted will primarily aid in that determination. Responses must be submitted in writing by 2:00 PM CST on December 31, 2007, via mail or email but not by fax, with contact points designated as Linda A Washeck and Stephanie Y Pond.
