R -- Global Public Health Surveillance

The Centers for Disease Control and Prevention (CDC) intends to award on a sole source basis a Purchase Order to Public Health Agency of Canada for access to their Global Public Health Intelligence Network (GPHIN). It is a continuing requirement providing part of the overall intelligence mission to monitor public health events globally in real time and multiple languages twenty-four hours, seven days a week. Without this service CDC would be unable to monitor in six different languages in the media and prevent threatening health issues worldwide. GPHIN is a multilingual early warning global public health surveillance system that is able to gather, translate and disseminate public health information in all eight languages including the World Health Organization's (WHO) official languages, Arabic, Chinese (Simplified and Traditional), English, Farsi, French, Spanish and Russian. By virtue, Public Health Agency of Canada is uniquely qualified and capable of carrying out the requirements of this proposed purchase order. The anticipated award date is August 26, 2005. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide this requirement are encouraged to identify themselves and give written notification, as well as, a capability statement to the contracting office by August 25, 2005. A determination by the Government not to compete the proposed actions based on responses to this notice is solely within its discretion. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement.
