R--Notice of Intent to Extend Services

This announcement is a notice of intent to extend an existing contract on a sole source basis to C and D Security, 306 Delaware Drive, Colorado Springs, CO 80909-6615, for the Physical Security Services contract at White Sands Missile Range (WSMR), New Mexico. The proposed contract action will extend the performance period of Contract DATM05-02-C-0057 by two months under the provisions of statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The estimated dollar value of this action is approximately $270K for the period of performance of 1 October 2013 through 30 November 2013. The Government's intent is to extend the current services with C and D Security in order to continue performance of the required services until the fully competitive follow-on contract can be solicited, negotiated, and awarded. The incumbent contractor is the only source that has the necessary trained personnel, with the appropriate secret clearances, to immediately perform all the required security guard services without severely compromising the security of the up range area and mission support requirements. Award to any other source would negatively impact WSMR's ability to perform its mission. Comments submitted for consideration of other methods will not be evaluated. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.
