The U.S. Department of the Interior’s Bureau of Safety and Environmental Enforcement (BSEE) intends to issue a sole source contract to Information Handling Services (IHS) for software licenses that provide access to search and retrieve regulations and industry standards critical to offshore mineral resource management. This contract is essential for BSEE to efficiently access real-time and historical editions of documents incorporated by reference within various sections of the Code of Federal Regulations (CFR), specifically related to offshore safety and environmental standards. The software enables access to standards from various recognized industry organizations, including API, ASTM, ISO, ASME, and NFPA, among others, which are integral in regulatory oversight, technology review, incident investigations, and potential regulatory updates. The contract, planned for a 12-month base period with two additional one-year option periods, will be performed at the contractor’s facility. IHS is uniquely capable of delivering this service due to its customized standards database that consolidates the full range of necessary documents, providing BSEE with unmatched, up-to-date access critical to its mission. While this is a sole source procurement under Federal Acquisition Regulation guidelines, the agency has opened a window for other responsible vendors to submit capability statements or proposals for consideration by a specified deadline. This procurement supports the DOI’s commitment to maintaining regulatory compliance and operational safety in offshore resource management areas.
