NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS.

The Bureau of Indian Affairs (BIA) on behalf of the Bureau of Indian Education (BIE) intends to enter into a sole source Time an Material contract with AB Staffing Solutions LLC to provide Compensatory Education Advisor Services for Havasupai Elementary School (HES), located in Havasupai under the authority of FAR 12.102(b)

The Bureau of Indian Education (BIE) is committed to provide Compensatory Education Advisor in accordance with the Stephen C. Remand Settlement Agreement, Havasupai Elementary School (HES), located in Supai, Arizona.

This is a sole source requirement. The services required are available from only one responsible source and no other type of service will satisfy the agencies need. Promoting enhanced competition will result in unacceptable delays in fulfilling the agencies requirement. Due to legality of the settlement agreement, Compensatory Education Advisor service is unique and is not suitable for full and open competition without the time and effort to secure contractor candidate’s continuity of services and to continue the relationship and confidence of the rural community and tribal members.

Key Considerations: Contractor must secure and fulfill the requirement, while continuing the service without disruption or delay. Contract Personnel may need to either hike out of the canyon or sleep on a cot in the HES Gymnasium if the individual is unable to fly out of Supai, AZ on the BIE’s contracted helicopter due to unforeseen weather conditions. When local lodging is not available, the BIE HES will provide a cot, sheets, pillows, and blankets for Contractor Personnel use during their visit and stay. Contract Personnel are recommended to bring in snacks to the Canyon, if possible. Travel by helicopter is dependent upon local travel conditions and weather permitting.
