The United States Department of Agriculture's Natural Resources Conservation Service (NRCS) in Davis, California, is conducting a Direct Conversion with Cost Comparison Study concerning mail and supply services, which are presently managed by Government personnel. This study aims to assess whether contracting out these services would be more cost-effective than in-house performance. The government emphasizes that this notice is not a solicitation or a request for proposal, and no contract award is guaranteed. Interested parties are invited to express their interest by submitting company and contact details via email by April 7, 2003, with the intent to finalize and release the official solicitation around April 21, 2003. The NAICS classification for this work falls under Office Administrative Services, code 561110. The key factor in decision-making will be the comparative analysis of costs between government operations and private contractors. Only if contracting out proves to be financially advantageous may a contract be awarded. This process aligns with OMB Circular A-76 guidelines, which direct the evaluation of commercial activities to ensure federal efficiency. The NRCS has provided a point of contact for interested firms to respond and has explicitly stated that no formal solicitation exists yet, maintaining transparency in early procurement communications.
