The General Services Administration’s Federal Technology Service is conducting three streamlined competitions in accordance with OMB Circular A-76 to evaluate the financial operations for three distinct areas: Regional Information Technology with 18 full-time equivalents dispersed across five locations including Philadelphia and San Francisco; Local Telecommunications involving 51 full-time equivalents situated in nine locations such as Atlanta, Denver, and Washington, DC; and National Programs with 43 full-time equivalents in Fairfax, Alexandria, and Fairview Heights. These services are currently performed by government personnel, and the competitions seek to determine whether contracting out these operations would be more cost-effective. This notice is not a solicitation but a presolicitation announcement indicating that if the cost of contracting exceeds the cost of in-house government work, no solicitation will be released. Key officials overseeing the process include Susan Marshall as the Competitive Sourcing Official, Tony Tisone as the Agency Tender Official, and three contracting officers handling the specific areas: George Davis for Regional IT, Rodger Hoover for Local Telecommunications, and Robert Hayhurst for National Programs. The anticipated completion of the evaluation and potential contract award is projected to be on or before September 30, 2003. Interested parties should monitor Federal Business Opportunities for any future solicitations, and all activities pertain to the General Services Administration located in Washington, DC.
