The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office plans a sole source acquisition to obtain contractor support services for the Center for Information Dominance’s Credentialing Opportunities On-Line (COOL) Program, under the authority of the Test Program for Certain Commercial Items as per FAR 13.501(a)(1). This contract will sustain and enhance the Navy and Marine Corps COOL Programs by maintaining and updating their websites and underlying database. These platforms serve as a centralized hub providing service members, credentialing agencies, employers, academia, and government bodies with current information on credentialing opportunities, certifications, licenses, and related employment data critical for recruitment, retention, and transition. The COOL Program facilitates access to mandatory and voluntary credentialing options associated with Navy ratings and USMC Military Occupational Specialties, along with funding support for personnel to obtain these credentials. The contract will be a firm fixed price sole source award, continuing current support provided by Solutions for Information Design (SOLID) LLC under purchase order N00189-10-P-Z284. The base performance period is set for 12 months from October 1, 2014, through September 30, 2015, with four additional one-year options to extend support until September 30, 2019. The acquisition will follow commercial item purchasing procedures under FAR Part 12 and the commercial item test program guidelines, requiring the sole source contractor to submit a cost/price proposal. Although this is a sole source procurement, all responsible sources are welcome to submit proposals for consideration by NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office.
