The Centers for Disease Control and Prevention, in collaboration with the National Institute for Occupational Safety and Health and its National Personal Protective Equipment Laboratory, plans to issue a sole source purchase order to the Rand Corporation for the development of a national research and development roadmap focused on personal protective equipment (PPE) for emergency responders. This contract continues previous work funded through an interagency agreement with the National Science Foundation that ended in April 2004. Utilizing findings from three completed RAND reports and the outcomes of three technical workshops held earlier in 2004, the contractor will prepare an approximately 30-page Project Memorandum. This document will serve as a foundational working roadmap to guide national consensus-building on R&D priorities and to shape NPPTL’s strategy for meeting identified needs. Distribution of the final report will be limited within NIOSH. The procurement will be conducted under sole source authority FAR 6.302-1, as the Rand Corporation is currently the only known responsible source capable of fulfilling the government’s requirements. Interested parties may submit responses by a specified deadline to express interest or capability, but this notice does not constitute a request for competitive proposals, and the government retains sole discretion over competition decisions. Contract award will follow standard federal registration requirements, including Central Contractor Registration, with the preferred method online. For inquiries or submissions, contact details are provided, including email and phone contact for the designated point of contact.
