The U.S. Army Medical Research Acquisition Activity (USAMRAA), representing the Deputy Chief, Resource Management and Procurement for the TRICARE Management Activity (TMA), is conducting market research through a Request for Information (RFI) aimed at identifying potential sources capable of supporting a comprehensive human capital management program. This RFI is purely for information gathering and planning purposes and does not constitute a solicitation or commitment to award a contract. The intent is to gain insight into organizations' capabilities in developing long-term, sustainable pay-for-performance personnel programs tailored specifically for TMA’s needs. Respondents are asked to provide details about their professional services, support capabilities, and relevant experience related to human capital management functions such as awards management, manpower planning, performance management, and position management. The market research aligns with the Federal Acquisition Regulation (FAR) requirements for the acquisition of commercial items and market research procedures. Based on the information gathered, the government may later issue a formal solicitation, such as a request for proposal or request for quote. Responses should be electronically submitted by June 10, 2005, no longer than 10 pages, and marked with the legend "Human Capital Management Support Services" and the RFI number JK-11-05. The effort supports the establishment of a Human Capital Management Committee within TMA, which will provide guidance on implementing a Department of Defense mandated pay-for-performance program, ensuring that foundational business models and rationale are in place for effective program execution.
