The current GSA SmartPay contracts, which provide charge card services to over 350 federal agencies and related organizations, are set to expire on November 29, 2008, contingent on the exercise of existing options. In preparation for this, GSA is planning a competitive solicitation in Fiscal Year 2006 to select a provider for the next generation of the SmartPay program. This program facilitates a vast volume of financial transactions, including purchase, travel, and fleet charges, with a total transaction value exceeding $24 billion in Fiscal Year 2004. GSA’s vision for the future SmartPay program emphasizes enhanced customer service, stronger partnerships for program oversight to combat waste and abuse, innovative data management solutions tailored for government needs, and delivering secure and reliable products and services. Prospective contractors interested in participating are encouraged to register online by July 5, 2005, to receive the Request for Information, which is expected to be posted around the same date. The initiative is managed by the General Services Administration’s Special Contracting Branches based in Washington, DC. The contracting officer responsible for inquiries is Bertha K Gelhaus, who can be contacted for further information. This upcoming procurement represents an opportunity for providers to contribute to a key federal financial management program with a strong emphasis on innovation, security, and efficiency.

Request for Information Only for Fleet Card Services
Solicitation # S-10700-00018220
The State of Oregon, through its Department of Administrative Services Procurement Services, has issued an informal Request for Information (RFI) under solicitation number S-10700-00018220 to gather industry feedback regarding Fleet Card Services. This RFI is intended solely for market research to aid in the development of future competitive solicitations and will not be evaluated for immediate contract awards. The state is seeking detailed information on technology and functionality, specifically regarding online card systems for administrators and users, fraud reporting, transaction review, and the ability to interface with e-procurement systems. Additionally, the agency is requesting input on available rebates, incentives, common industry insurance coverage, and the minimum security, privacy, and compliance standards that should be required for future providers. Responses must be submitted electronically via the OregonBuys portal by November 4, 2026, at 5:00 PM. Submissions should be concise, exclude marketing materials, and include basic company contact information. All submitted documents are considered public records under Oregon law, and the state strongly discourages the inclusion of proprietary or confidential information. Jennifer Jolley serves as the primary point of contact for this effort. Because this is an informal information request, there are no established contract values, performance periods, or specific FAR-based award criteria at this time.
